Universal Utilities Public Company Limited (UU), a subsidiary of EAST WATER Group and a leading provider of integrated water utility management services, continues to enhance potable water services in Hua Ro Subdistrict, Mueang District, Phitsanulok Province, under a 30-year water concession agreement. The company leverages advanced technologies and digital systems to optimize production and service efficiency, ensuring the delivery of clean, reliable, and sufficient water supplies to local communities.
UU’s primary objective is to provide more than 4,000 households in Hua Ro with access to high-quality drinking water. To achieve this, the company combines its expertise in water engineering with modern technologies across the entire water supply value chain—from production and distribution to customer service and payment systems. This integrated approach ensures compliance with World Health Organization (WHO) water quality standards while enhancing convenience, customer satisfaction, and overall quality of life for residents.
The key technologies deployed in Hua Ro include:
1. SCADA & Smart DMA Online System
A real-time remote monitoring and control system for water production and distribution. This technology enables continuous surveillance of water pressure and accurate detection of water losses and leakages around the clock. By effectively reducing non-revenue water, the system increases the amount of treated water available for public consumption.
2. UMW (Utilities Mobile Workflow) Application and Online Payment Services
This digital innovation streamlines operational processes through an online platform that supports water quality recording, maintenance planning, and customer complaint management. It enables field teams to respond promptly to pipeline leaks, meter-related issues, and service requests. Customers can also report problems, make inquiries, and conveniently pay water bills through the Line Official Account: @usmartservice.
3. e-Maintenance System (FACTORIUM)
An advanced maintenance management platform designed to ensure optimal performance and availability of machinery and equipment within the water treatment plant. The system helps maintain near-continuous operational readiness and minimizes the risk of service interruptions.
4. Energy-Efficient Water Production and Distribution System
UU utilizes an automated raw water intake system from the Nan River that adjusts according to changing water levels. In addition, Variable Speed Drive (VSD) technology is applied to pumping operations to optimize energy consumption while maintaining stable water pressure throughout the distribution network. The system adapts to fluctuations in demand, reducing the likelihood of pipe bursts caused by excessive pressure.
At present, the Hua Ro Water Treatment Plant has a maximum production capacity of 7,200 cubic meters per day. Water quality is rigorously controlled through a standardized laboratory, with regular analyses conducted on both raw water and treated water to ensure consistent compliance with quality standards.
UU also emphasizes comprehensive retail water management services, including meter reading, billing, and transparent, verifiable revenue collection processes.
Beyond supplying potable water, UU is committed to maximizing the sustainable use of water resources for the benefit of communities and the environment. The company remains confident that its expertise and experience in water utility management will continue to strengthen public utility infrastructure and contribute to long-term water security and improved quality of life for the people of Phitsanulok Province.
