Eastern Economic Corridor Office of Thailand (EECO) by Miss Tasanee Kiatpatraporn, Deputy Secretary General of the Eastern Economic Corridor, as the Lessor, has execute the government surplus land lease agreement with Eastern Water Resources Development and Management Public Company Limited or East Water by Mr. Jirayut Rungsrithong, President, as the Lessee, who sign the lease agreement with the witness from both parties, i.e. Admiral Wasinsab Chantawarin, special consultant of  Royal Thai Navy and Mr. Charin Sony, Vice President of Strategy and Business Development, Eastern Water Resources Development and Management Public Company Limited to  run the business of water supply and waste water treatment system in U-Tapao Airport and Eastern Airport City Development Project. In this lease agreement, there are representative from the relevant government sector and private sector attending the ceremony as the witness at Intercontinental Bangkok on 4 December 2020.

          U-Tapao Airport and Eastern Airport City Development Project locates in the Promoted Zone: Eastern Airport City (EECa) which is the key fundamental structure in EEC project to drive national economics. This is the Development to support air transportation, passenger and goods transportation and commercial affairs, as well as promoting the area to become tourism industry center and Logistic & Aviation Hub and to become center of “Eastern Aerotropolis” which is important and environment friendly. The project has standard public utilities system management and the facilities that are modern and internationally accepted. In this regard, the water management system of the project area is another public utility system that the company has operated by considering the balance of airport development to relates with the community and promote well-being of people, environment and eco-system according to the principle of sustainable city development.

Miss Tasanee Kiatpatraporn, Deputy Secretary General of the Eastern Economic Corridor said that Airport and Eastern Airport City Development Project is a Public Private Partnership or PPP project, the Joint Investment Agreement of which have been executed with U-Tapao International Aviation Company Limited on 19 June 2020. The Joint Investment Agreement states that the Government Party shall provide the water supply and waste water treatment system required in the project area, which must be in accordance with international standard. Since U-Tapao Airport and Eastern Airport City plays the important part to drive Thailand and becomes aviation center in the future. In this regard, Royal Thai Navy and EECO sees that importance of water saving in the project area, so there is a scope of water recycle in the document of selecting the Lessee of the government surplus land to run the business of water supply and waste water treatment system.

EECO appointed Royal Thai Navy as the co-owner of U-Tapao Airport and Eastern Airport City Development Project and the organization that originally utilize this area to conduct the selection. Eastern Water Resources Development and Management Public Company Limited or East Water was selected to be the Lessee of government surplus land in ECC with the area of 35 Rai to run the business of water supply, waste water treatment system and water recycle system, for the period of 29 years and 6 months. The project is a full water management project which maximize the efficiency of water resource stability in U-Tapao Airport and Eastern Airport City. This will promote Thailand to be compatible as the economic access of Asia.

Mr. Jirayut Rungsrithong, President of Eastern Water Resources Development and Management Public Company Limited or East Water, revealed that “Today is considered as our key cooperation.  The government surplus land lease agreement was signed with Eastern Economic Corridor Office of Thailand (EECO) to continue with the full water management project which will be able to support water use occurred from the Eastern Airport City development. With the potential and expertise of East Water, we are ready to become the Total Water Solutions which will help to gain stability and security of water resource in eastern area, in order to support the growth in every sector according to the policy on Eastern Economic Corridor or EEC project which will happen in the future too.”  

East Water has the concept to manage water resource in U-Tapao International Airport area. There is raw water transmission pipeline Nong Pla Lai – Dok Krai – Map Ta Phut – Sattahip which can transmit raw water up to 318 million cubic meter per year or about 0.87 million cubic meter per day. Apart from that, East Water has conducted the feasibility study of the second Map Ta Phut – Sattahip water transmission pipeline laying to support the economic development in the future, which will increase the raw water transmission capacity on the next 10 years to be adequate for the demand.

Apart from that, East Water has designed tap water production system with modern technology. The capacity of the system is 20,000 cubic meter per day. The system will produce clean tap water with international accepted quality, decreasing the use of the installation area and the production capacity can match the increasing water demand. The waste water treatment system is designed to be suitable for the project which is a long-term site development. It can support waste water of 16,000 cubic meter per day. The waste water management system does not affect the environment and surrounding community of the airport. East Water EECO and Royal Thai Navy highly concentrate on waste water management in the airport area, in order to bring good quality of life to people and the community around the airport, concurrently with creating the sustainable eco-system, by building a water recycle system with capacity of 5,000 cubic meter per day, by bringing the water back to reuse at the central cooling system. This emphasizes that East Water is a leader in full water management and pays attention to the use of natural resource for maximum benefits. East Water will use expertise in full water management to gain security and stability of water resource to sustainably support the growth of EEC in the future.
